Taybeh OctoberFest to continue despite arson attacks

Taybeh Municipality will host the Oktoberfest as planned although during the regular Monday Municipality Meeting in Taybeh, Sept 28th, 8:45 pm, the mayor’s car was set on fire and totally burned causing damage to the municipality building but no one was hurt.  A successful 2005 first time event initiated by Taybeh Brewing Company, the Oktoberfest in Palestine promoting all local products produced in Taybeh also occurred immediately after the worst tragedy in the history of Taybeh in having 14 houses completely burned. Taybeh will continue to be a flame of peace and have peaceful resolutions to conflict.  Non violent action is part of the peaceful resistance in celebrating one’s existence. 
Taybeh Oktoberfest, 5th annual village festival scheduled, Sat and Sun, Oct 3 and 4, 2009 in Taybeh-Ramallah, Palestine, 11 am to 10 pm with the opening celebration, 11am at the Taybeh Municipality on Sat, Oct 3rd including the Brazilian band, Clube do Choro performing for the first time in Palestine. Other bands from Greece, RASCASSE from Berlin and Two Down from London and Japanese Traditional Dance from Japan will perform during the two day Oktoberfest, Palestinian Style under the patronage of the Minister of National Economy, HE Bassem Khoury. The festival is the cooperative work of Taybeh Municipality (www.taybehmunicipality.org for directions and schedule) and its mayor David Canaan Khoury with all local civic organizations. 
Entertainment will include Spafford Children’s Center; Al Harah Theater, “The Red Apple;” Sanabel Theater, “Happiness City”; CultureShoc, Rock-Rap Band; Ramallah Underground; G-Town: Palestinian Hip Hop Makers; Anger Boys with Dj Shahbari; Sarab for Dance; Baladi Group/Bethlehem; Ramallah Orthodox Club; Alrowwad Cultural & Theater Training Center; and local Dabkeh with the Taybeh Folklore Group also including a Karate Demonstration from Japan. The Beit Jala Lions Rugby Club will host TAG Games in Taybeh on Sunday at 3pm.

Statement by the Press Secretary on Israeli Settlements

We regret the reports of Israel's plans to approve additional settlement construction. Continued settlement activity is inconsistent with Israel's commitment under the Roadmap.

As the President has said before, the United States does not accept the legitimacy of continued settlement expansion and we urge that it stop. We are working to create a climate in which negotiations can take place, and such actions make it harder to create such a climate.

We do appreciate Israel's stated intent to place limits on settlement activity and will continue to discuss this with the Israelis as these limitations are defined.

The U.S. commitment to Israel’s security is and will remain unshakeable. We believe it can best be achieved through comprehensive peace in the region, including a two-state solution with a Palestinian state living side by side in peace with Israel.

That is the ultimate goal to which the President is deeply and personally committed.

Our objective remains to resume meaningful negotiations as soon as possible in pursuit of this goal. We are working with all parties – Israelis, Palestinians, and Arab states -- on the steps they must take to achieve that objective.

Israel continues theft of lands from Christians and Muslims through jewish National Fund

New Israel Land Reform Law Passed by Knesset

"Adalah will challenge the new Israel land reform law before the Supreme Court as it violates the constitutional rights of Palestinian Arab citizens of Israel as well as the property rights of the Palestinian refugees"

(Haifa, Israel 3 August 2009) Today, 3 August 2009, the Knesset (Israeli parliament) passed the Israel Land Administration (ILA) Law, with 61 Members of Knesset (MKs) voting in favor of the law and 45 MKs voting against it. The new land reform law is wide ranging in scope: it institutes broad land privatization; permits land exchanges between the State and the Jewish National Fund (Keren Kayemet Le-Israel) (hereinafter - the “JNF”), the land of which is exclusively reserved for the Jewish people; allows lands to be allocated in accordance with "admissions committee" mechanisms and only to candidates approved by Zionist institutions working solely on behalf of the Jewish people; and grants decisive weight to JNF representatives in a new Land Authority Council, which would replace the Israel Land Administration (ILA). The new law is extremely prejudicial to the constitutional rights of Palestinian Arab citizens of Israel, and it violates the property rights of the Palestinian refugees as it contravenes international humanitarian law (IHL) applicable to them and their property.

Currently, the State of Israel controls and the ILA manages 93% of the land in Israel. State-controlled properties are leased on a long-term basis to residents. The new ILA Law or the "Israel Land Reform Law" will lead to the transfer of ownership from the state to private individuals, those who have been leasing the properties, throughout certain urban, rural and agricultural areas of the state, as well as with respect to land governed by outline plans that enable the issuance of building permits. It will lead to the transfer of title to private owners in real estate properties which were expropriated by the state from the Palestinian Arab population. The law will also lead to privatization of property of some of the lands of destroyed and evacuated Arab villages, as well as many properties belonging to Palestinian refugees, which are currently controlled by the state's Custodian of Absentee Property and the Development Authority. This privatization policy will frustrate any future possibility of returning the abovementioned lands to their original Palestinian owners, in violation of their constitutional right to property and in contravention of both domestic Israeli law and IHL.

Israel confiscated massive amounts of land from Palestinian citizens of the state under several laws; a principal law used was the Land Acquisition (Validation of Acts and Compensations) Law - 1953. Under this law, lands in the destroyed and evacuated villages, as well as lands in the Arab villages which survived the War of 1948, were expropriated. The scope of these expropriated lands under this particular law is estimated at approximately 1.2 million dunams (around 300,000 acres). In addition, much land was expropriated under the Land Ordinance (Acquisition for Public Purposes) - 1943 such as the 1976 Land Day expropriations of approximately 21,000 dunams (around 5,200 acres).

Facts and Figures: Land

1. The Jewish National Fund (JNF) presently owns approximately 2.5 million dunams of land, about 13% of the area of the state of Israel. These lands are spread over all areas and regions of the country.
2. About two million dunams of land were transferred to the JNF by the state.[1] This fact led to the granting of special status to the JNF in Israeli law, and to a view of the JNF as the decisive entity in land policy in Israel.
3. Over half of the Arab citizens of Israel (53%) live in the northern district, and about 13.9% live in the south. These areas have the highest concentrations of Arab citizens in the state.
4. 69% of the Arab villages and towns in Israel (excluding the mixed Arab-Jewish cities and the unrecognized villages) are located in the north. In the south, there are seven government-planned towns for the Arab Bedouin, and another 10 Arab Bedouin unrecognized villages have been recently afforded official recognition. There are 40 unrecognized villages in the Naqab,[2] in which 80,000 Arab Bedouin citizens of Israel reside.
5. The jurisdictional areas of Arab local councils in the north constitute 12.2% of the land, whereas the Arab population in the north constitutes 53% of the entire population therein.[3]
6. In the Beer Sheva district in the south, the jurisdictional areas of the Arab local councils, in addition to those recently recognized, is less than 1%, while the percentage of the Arab population in the area is 28.3%.[4]
7. The Arab population in these districts is relatively young: the percentage of Arab citizens belonging to the 0-19 age group out of the total Arab population is 50%.[5]
8. A detailed look at the northern and southern districts shows that the young Arab population (the 0-19 age-group) in the north amounts to 46.6% whereas in the south this group constitutes 66.1%.[6] At the same time, the growth rate of the Arab population in the south is 4.4% per annum, and in the north, it is 2% per annum.[7]
9. The ongoing policy of non-recognition of the villages has led to extremely abysmal living conditions: there is no water, no electricity, no infrastructure, no health services and no educational facilities in many of these villages. Approximately 50% of the Arab Bedouin in the Naqab (Negev) are affected by these policies.

Bilin stands in face of Israeli carnage and war crimes

One Week After the Murder of Bassem Abu Rahmah, 25 Injured in Bil’in Demonstration to Build his Memorial

Twenty five protesters were injured today following the end of the 4th Annual International Conference of Popular Resistance in Bil’in. Injuries ranged from light to moderate and most were caused by rubber coated steel bullets. Fadi Al-Arori from Routers news agency, Mohib Barghouti from Al-Haya newspaper and Israeli activist and filmmaker, Shai Pollack, all had their cameras broken by the Israeli army. The rest of the wounded are all from the village: Fadil Al Khatib, brothers Ahmed and Awada Abu Rahmah, brothers Riyad and Iyad Burnat, Khalid Al Khatib, Abdullah Abu Rahmah, Mohammed Al Khatib, Wael Fahmi, Basel Mansour, Tariq Al Khatib, Abdullah Yasin, Tamir Al Khatib, Nizar Abu Rahmah, Husam Al Khatib, Mohammed Nabil Abu Rahmah, Nour Yasin, Ibrahim Burant, Ahmad Abu Rahmah (Bassem’s Brother) and Adeeb Abu Rahmah who was detained by the army for three hours.

The Bil’in conference this week was attended by a large number of international, Israeli and Palestinian activists. Also at the conference were Luisa Morgantini, vice president of the EU Parliament; Mairead Maguire, a Nobel Peace Prize Laureate; Mustafa Al Barghouti, head of the Palestinian Initiative; Khalidah Jarrar, a member of the Palestinian Legislative Council. The demonstrators began their marched after closing the conference. They carried pictures of the martyr Bassem Ab Rahmah and succeeded in building a memorial for Bassem Abu Rahmah near the gate, despite a constant barrage of tear gas and rubber bullets fired by the Israeli army.
Luisa Morgantini stated, “We succeeded to build the memorial for Bassem Abu Rahmah, as respect for his spirit. We will never forget him; he was a friend of everyone. We have to continue the popular resistance which has begun to expand to the Jordan valley, Al Ma’asarah, Ni’lin, and Jayyous”.

Mairead Maguire said “We came to Bil’in more than five times and we went to Gaza also, we are going to continue our struggle to end the occupation and the siege. What happened in Bil’in and losing Bassem is a tragedy to everyone. Let’s all work together for peace and end the oppression and occupation”. Maguire and Morgantini expressed their condolences to Bassem’s family.

ADALAH to file challenge to Israeli Apartheid policies favoring settlers

Jerusalem Planning Committee to Hear Objection Filed by Adalah to the Eastern Ring Road

(Haifa, Israel) Tomorrow, Monday 27 April 2009 at 9 a.m., an investigator nominated by the Jerusalem District Planning and Building Committee, which is part of the Israeli Interior Ministry, will hear objections submitted by Adalah as well as other groups against the plan for The Eastern Ring Road ? Central Section. Following these arguments, a member of the Jerusalem Municipality will then respond to the objections. Adalah Attorney Suhad Bishara will represent the objectors before the investigator and set forth the main arguments against the plan.

The objection submitted by Adalah on 2 March 2008 demanded the cancellation of the plan, which is essentially intended to create an apartheid road that, if implemented, would confiscate vast amounts of Palestinian private property, isolate Palestinian neighborhoods in East Jerusalem from one other, and sever East Jerusalem from the rest of the West Bank.

Adalah filed the objection on behalf of Palestinian human rights and community organizations which are members of the Civic Coalition for Defending the Palestinians' Rights in Jerusalem (CCDPRJ); the mayors of Abu Dis, Izzariya, Suahara; and a group of Palestinian residents of East Jerusalem. The objection was filed by Adalah Attorneys Fatmeh El-?Ajou and Suhad Bishara and Adalah?s Urban and Regional Planner, Hana Hamdan.

The plan is part of a broad project that encompasses East and West Jerusalem and contains two main sections, an Eastern and Western ring road. The ring road is planned on vast stretches of land (amounting to approximately 1,200 dunams), most of which would be expropriated from its private Palestinian owners. The planned route runs alongside the following Palestinian neighborhoods, to the west of the route: Sala, Jabis, Bashir, Sakriyat, Al-Qunbar, Hai al-Madaris, Umm Lison and Zur Bahar; and to the east the following Palestinian towns and neighborhoods: Abu Dis, Surhai, Sawahri Sharqiya and Sheikh Sa?ad. The Eastern Ring Road is the only remaining part of the project yet to be completed.
Adalah expects that the sub-committee for objections, which is comprised of representatives from the Ministries of Transportation and Justice, planners, and the head of the Mateh Yehuda Regional Council, will decide in the coming months on whether to accept or deny the objections or to make changes to the plan.

Israel denies Christian Arab clergy entrance to West Bank

Israel Denies Re-entry Visas to Holy Land Arab Christian Clergy

The Israeli Government has rescinded its policy of granting re-entry visas to Arab Christian ministers, priests, nuns and other religious workers who wish to travel in and out of the Israeli-occupied Palestinian territories, according to information provided to the Holy Land Christian Ecumenical Foundation (HCEF) by Christian clergy in Jerusalem.

Until now, re-entry visas were normally granted in Israel by the Israeli Government to Arab Christian religious workers in the Holy Land, and clergy traveled relatively freely to and from points overseas, including the United States.

However, HCEF has been informed that Arab Christian church workers will henceforth have to apply for re-entry visas at Israeli consulates abroad each time they travel outside the areas of Israeli control.

Since visa applications submitted to Israeli missions abroad are normally not acted upon for months after they are filed, his new Israeli policy means that religious personnel will no longer be able to move freely between their parishes in the occupied territories and any points out side of those areas.

Christian church workers normally travel frequently between their parishes and their churches’ offices in Jerusalem. Some also must travel often to countries outside the region, including the United States.

Many of the clergy and other church workers in the occupied Palestinian territories are from nearby Jordan; the new Israeli policy will prevent them from visiting their families there.

Indeed, that has already happened. Rev. Fares Khleifat, a pastor and the only Greek Melkite priest in Ramallah, traveled to Jordan for several days in mid-September; when he tried to return to his parish on September 14, he was stopped at the Israeli border, and his valid, multiple-entry visa was canceled.

Forced to remain in Jordan, he has been effectively deported from the Holy Land by the Israeli government, and his parish now has no priest.

The new Israeli policy makes it unlikely that any Arab Christian priests, ministers or other religious workers from the Holy Land will be able to attend HCEF’s Ninth International Conference, scheduled for October 26-27 in Washington.

Christian personnel based in the Holy Land have participated in all eight previous conferences of the Holy Land Christian Ecumenical Foundation.
